Commissioner renews harassment, obstruction complaint against Sheriff

A Lowndes County Commissioner is set to meet the Sheriff in court again on charges related to a June 2024 incident. The Hayneville Municipal trial date, set for March 13, resulted from two warrants sworn by Lowndes County Commissioner Robert Harris and served Monday on Sheriff Chris West.

The Sheriff surrendered himself for the warrants on Monday, Feb. 24. He was released on a bond of $500 for the charge of obstructing government operations and $535 for a harassment charge.

Lowndes County Commissioner Robert Harris initially signed a complaint against West on Aug. 26, 2024, claiming West was guilty of harassment and obstructing government operations. The Sheriff turned himself in on Aug. 29, 2024, and stood trial before Judge Fred Bell on Nov. 13, 2024.

Bell dismissed the charge for harassment during the hearing and later also dismissed the charge of obstruction in an order he issued Nov. 28, 2024.

Harris’s complaint came after a June 24, 2024 commission meeting during which the commissioner claims West interrupted proceedings and threatened to arrest commissioners. A disagreement between the two elected officials over relocating the Sheriff’s investigators’ offices became heated, and later, at the commission’s July 8 meeting, Harris submitted a statement outlining West’s alleged misconduct and requesting the commission take action to arrest the Sheriff.

Commissioners voted to support pressing charges against West, a motion which the commission overturned in November.

Harris pursued the charges again in February, and Hayneville town magistrate Tamera McCord recused herself from accepting the warrants. Wilcox County magistrate Virginia Weatherly was engaged to execute the two latest warrants, which she accepted on behalf of the Hayneville Municipal Court on Feb. 11.

The February warrants were served alongside Harris’s August 2024 incident report. According to Hayneville Police Chief Kelvin Mitchell, a new report was not completed.

Newly appointed Hayneville Judge Kameisha Logan is considering a request to release Harris’s deposition for the latest warrants for his complaint. At the time of publication, Logan had not announced her decision regarding the request.

West is set to stand trial again for the charges of harassment and obstruction of government operations Thursday, March 13 at 9 a.m. in the Hayneville court room.
